Creating a FAT16 partition on a USB flash drive greater than 4GB

I wanted to create a FAT16 partition on a large capacity (> 4GB) USB flash drive.

Unfortunately Windows only allows you to format the full capacity on removable USB media and the maximum size of a FAT16 partition is 4GB. In the end I created a GParted Live CD and used GParted to create a 4GB FAT16 partition on the Flash drive.
